In a large skillet, heat the olive oil over medium heat. Add the diced onion and sauté for about 3-4 minutes until translucent.
Add the minced garlic and cook for an additional 1 minute until fragrant.
Increase the heat to medium-high and add the ground beef to the skillet. Cook until browned, breaking it apart with a spatula, about 5-7 minutes. Drain excess fat if necessary.
Stir in the chopped cabbage, paprika, salt, black pepper, and red pepper flakes. Cook for about 10-12 minutes, stirring occasionally, until the cabbage is tender and slightly caramelized.
Add the soy sauce, apple cider vinegar, and Worcestershire sauce to the skillet. Mix well and cook for another 2-3 minutes.
Remove from heat and garnish with fresh parsley before serving.
